Wordpress.org requires a few items to be able to build an independent website. You need the WordPress. org software, you need a domain name (a URL) and you need a server to host the website. Using WordPress.org requires no knowledge of html. The resultant website belongs solely to a single user.
To use WordPress.com, a website will share a server with many other users even though all the users will be separated. To my knowledge, you can’t use a separate domain name with this version since the domain name for the website uses WordPress and the user’s name.
Both versions allow non-technical people to build websites although the .org version requires some sophistication because of the many (many!) options available with templates and plugins.
