Farm and ranch land in Minnesota is all privately owned, so I don’t know much about BLM land. Could the woman be recently moved back to the area to reclaim her father’s ranching operation. Could hero’s and heroine’s fathers be estranged partners? Could she demand the right to range cattle on BLM land that he’s accustomed to having all to himself? I know rights to BLM land is like water rights. A big deal.
She could be friendly, outgoing, charming to community who rally to her side. Pit her vs the hero. They come together while they have to work out why their fathers had the original falling out—possibly over a woman.
